Chuck Stockwell, Founder, Senior Executive Consultant / Thought Leader
Chuck Stockwell is the founder of Charyl Stockwell Academy, a high performing Michigan Public School Academy.  With the help of former staff from the school, Chuck Stockwell also founded CS Partners and continues to serve as the company’s senior advisor. CS Partners is an educational consulting and management company that works with over 30 public charter schools in Michigan.  Mr. Stockwell began working in Michigan Public Charter Schools in 1995, and was a 2003 winner of the Michigan Association of Public School Academies Leadership award. In addition to his work in charter schools, Chuck has twenty five years experience in traditional public education as a teacher, ISD program developer and consultant, central office administrator, community college trustee, and elementary school principal. He also has experience in facilities development and construction, as well as school strategic planning including marketing and mission/vision development.  He is an expert in early childhood development, elementary education, and special education. Email

Maria Dockins, CEO and CFO
Maria Dockins, has worked as a business administrator for over 20 years, and has served Michigan Charter Schools for the last 18 years. She has a BA from Michigan State University, and as the Chief Executive Officer and Chief Financial Officer for CS Partners and MEP Services she oversees all operations for the company.   Ms.  Dockins partners closely with school boards and leadership on strategic planning for the schools which CS Partners manages.   She works with the schools to develop operational budgets and project long term needs of the academy.   As the CFO, Maria oversees large development projects including new facilities, expansion and/or renovation of current facilities along with coordination of financing. As the CEO of the company Maria is the driver for all new business development.   Whether it is the development of a new school, or transitioning an existing charter school that is looking for new management, Maria’s experience working with over 30 schools in a variety of capacities helps her to respect the individual needs of each school.   Ms. Dockins has over 18 years’ experience working with MDE, MDT, multiple authorizers, federal grant programs, food service programming and much more. She prides herself in being a service minded individual who works to meet the needs of the client.Email

Mary Kay Shields, Senior Vice President of OperationsMary Kay Shields, President
Mary Kay Shields joined CS Partners in September 2013. She oversees all operations and works directly with the School Performance Team, Compliance/Facilities, Accounting and Budget departments and MEP Services. Driven by a passionate belief that all children deserve a quality education Mary Kay began her career as a special education teacher. From the classroom, she worked on school finance and policy reform through her service with the House Fiscal then Senate Fiscal Agencies in the Michigan Legislature. Ms. Shields was a pioneer in the charter school movement working with Governor John Engler during the establishment of charter schools in Michigan, and most recently was the Chief Deputy Director at the Central Michigan University – John Engler Center for Charter SchoolsEmail

Carlie Lockwood, VP of Human Resources

Carlie Lockwood earned her Bachelors of Business Administration from Eastern Michigan University with a major in Marketing, graduating in 1996.  She joined Smart Schools Management as Human Resource Manager in 1998. In her current assignment as Vice President of Human Resources for MEP Services, Mrs. Lockwood coordinates all of the personnel, benefit, and other compensation issues for each school. She works with the school leaders and staff to develop annual staffing plans for each school, coordinates hiring, discipline, and works closely with authorizers and auditors. She and her husband Chad live in Fenton with their four children, Brady, Trevor, Bo and Drew. Email

Jim Perry, Director of School Leadership

Jim Perry earned his Bachelor’s of Arts in Psychology and Master’s of Arts in Education from the University of Michigan. He has over 18 years of experience in education with 12 years as a school leader. Jim has particular interest incorporating experiential education into the small high school model. Mr. Perry has developed a comprehensive model to use the community as an educational resource for high school students to earn credits through internships, community based courses and dual enrollment with a local university. Most recently he led a development team in researching, planning and ultimately successfully opening a new charter high school, FlexTech High School (FTHS), in Brighton Michigan. FTHS is an innovative school that offers highly engaging project based learning, online course work and flexible scheduling to offer students a unique and personalized high school education. He has been a member of the Kensington Woods High School faculty since its first year in 1995/96. Jim served as a Social Studies instructor and assistant principal at the Academy before beginning as principal in July 1999. Dawn Marshall, Chief Compliance Officer

Dawn Marshall monitors all compliance matters for schools under full service agreements with CS Partners. Ms. Marshall graduated with a B.S. in Communications from the University of Illinois and graduated cum laude with a J.D. from Seattle University School of Law.  After relocating to Michigan in 2002, she has worked with Michigan charter schools in various capacities. As Chief Compliance Officer, Ms. Marshall provides the support necessary to keep CS Partners and their schools compliant with all federal, state, local, and authorizer requirements. Email

Shelley Stockwell Shelley Stockwell, Executive Director of Charyl Stockwell Academy

Shelley Stockwell has over 29 years experience in education, serving the last 15 years as an elementary school principal. She holds a MA in Guidance and Counseling from Eastern Michigan University, was awarded elementary and secondary administration certification from the state of Michigan in 1988, and is certified in Crisis Intervention Training and Special Education Administration. Ms. Stockwell is currently the principal of Charyl Stockwell Academy. Ms. Stockwell was the principal of Webster School in Livonia for ten years. Webster School served as Livonia’s magnet school for academically gifted and talented children and as the regional center program for elementary aged students with moderate cognitive impairments. She brings to CS Partners extensive experience implementing innovative programming at the elementary school level. She has written and published curriculum endorsed at the district, university and state levels. Ms. Stockwell also has experience in facility renovation and design to insure school plans reflect the educational model required to serve the needs of the student population.

Lisa PickLisa Pick has been in the field of education since 1992. Mrs. Pick graduated from the University of Maryland with a Bachelor’s of Science in Early Childhood Education and later received a Master’s of Science in Special Education from John Hopkin’s University. Mrs. Pick taught preschool through fourth grades and has worked with students with special education needs through sixth grade. Mrs. Pick became a High/Scope certified teacher in first through fourth grades. While teaching at Charyl Stockwell Academy for four years, Mrs. Pick was also the Reading Specialist and High/Scope Consultant for the school. After teaching for eight years, Mrs. Pick became an educational consultant for Engage Learning, training and working with teachers in North Dakota, South Dakota, Arizona, and New Mexico. Mrs. Pick’s current role is the Dean of Curriculum and Instruction at Charyl Stockwell Academy.

Susan Deaner, Gifted Consultant, Charyl Stockwell Academy

Susan M. Deaner is an educational consultant with more than 35 years experience supporting the development of gifted and creative children and adults. She coordinated gifted programming in Livonia Public Schools, K-12. She developed the preschool program for Schoolcraft Community College’s, Kids on Campus and taught post graduate students in gifted education at Wayne State University. Susan has an Education Specialist Degree in Gifted Education from Wayne State University and a BA and MA in education from Michigan State University. She has served on the Boards of The Michigan Alliance for Gifted Education, Schoolcraft College’s Kids on Campus, and Zhiyuan Chinese School. She is a member of the Michigan Alliance for Gifted Education and the National Association for Gifted Children.Susan has collaborated with Dr. Barbara Clark, leader in the field of gifted education, in implementing the Integrative Education Model, and is a Master Practitioner in Qualitative Assessment, studying under Dr. AnneMarie Roeper, founder of the Roeper School for the Gifted. Susan is recognized in Who’s Who Among American Teachers, and her most recently published article is in Gifted Education Communicator, Summer 2003, Spring 2008 and Understanding Our Gifted, Winter 2009. Currently Susan is the Consultant to the Charyl Stockwell Academy in Hartland, MI where she oversees the overall program development for the academically gifted, administers the Qualitative Assessment, and supports gifted youngsters and their families. She also privately consults with families of gifted children.
