Dawn Marshall, Chief Compliance Officer

Dawn Marshall, Chief Compliance Officer, manages all compliance and legal matters for schools under full service agreements with CS Partners. She has worked with charter schools in various capacities since moving to Michigan in 2002.  In her position as Chief Compliance Officer she provides the support necessary to keep CS Partners and their schools compliant with all federal, state, local and authorizer requirements. Dawn graduated with a B.S. in Communications from the University of Illinois and graduated cum laude with a J.D. from Seattle University School of Law.

Lorraine Cook, Compliance Coordinator

Lorraine CookCompliance Manager,  joined CS Partners in April 2010. As a member of the Compliance department, her duties include coordinating and facilitating compliance, as mandated by federal, state, and authorizer requirements.  She also coordinates the reauthorization and contract amendment process within CS Partners. She earned a Bachelor of Arts in economics and management from Albion College and a law degree from Wayne State University.

Cindy Metz, Board Support Lead

Cindy Metz joined CS Partners in September 2007.  Her duties include board support and compliance oversight for several of our schools. In addition to leading board support she also provides assistance for bond submissions. Cindy earned her Bachelor of Science degree in child development from Michigan State University.

Board Liaison/ Compliance Coordinator Andrea Pecuch, Compliance Specialist

Andrea Pecuch, Compliance Specialist,  joined CS Partners in March 2014. In addition to handling board support and compliance oversight for several of our schools, she also manages board policies, procedure manuals, handbooks and forms for our schools. She earned a bachelor’s degree from Xavier University, and a paralegal certificate from David N. Myers College.

Cathy Murlick,Compliance Coordinator, joined CS Partners in 2016. Her duties include board support and compliance oversight for several of our schools. She also helps provide Food Service compliance support for all of our schools. Cathy attended Delta College and Saginaw Valley State University where she studied business management.

Cody Carson joined CS Partners in July 2017 as a Compliance Coordinator. He provides board support and compliance oversight for several schools and provides support in the area of pupil accounting. Cody has a bachelor’s degree in elementary education from the University of Michigan.  Email

Holly Kilburn, School Board Liaison Holly Kilburn, Grants Management Specialist

Holly Kilburn joined CS Partners in February 2014 and currently serves as Grants Management Specialist. She provides grant compliance oversight and support for all schools, and still maintains board support and compliance oversight for a couple schools. Holly earned her associate degree from Mott Community College, and is currently pursuing a bachelor’s in business administration from the University of Michigan-Flint.

Lauri McCollum, Fiscal Compliance and Data Specialist, began working at CS Partners in February 2015. She has previous experience in the field of education, both working with charter schools and at a University.  As a member of the Compliance department, her duties include Pupil Accounting Compliance, Board Support and compliance oversight.  Lauri earned her Bachelor of Science in psychology and her Master of Business Administration with a concentration in finance from Wayne State University.

Renae Behr, Facilities and Food Service Manager, joined CS Partners in 2015. She has extensive management experience and industry knowledge that helps in understanding customer needs and delivering measurable results. Renae  supports our schools by overseeing the facilities team, handling all USDA and MDE food service compliance and managing facilities policies, procedures and systems. She attended Central Michigan University where she studied education and then business management.

Todd Dryer, Facilities Compliance Coordinator

Todd Dryer, Facilities Compliance Coordinator, joined CS Partners in February 2013. He coordinates and schedules routine maintenance projects and inspections to ensure sure that the schools are meeting safety requirements. He is certified as a playground inspector and to take water samples at schools.  Todd earned a bachelor’s degree in business management from Eastern Michigan University, then went on to obtain a Residential Builder’s License from the State of Michigan. Before joining CS Partners, Todd spent 10 years working in the home improvement industry.

Dave Blackmar, Facilities Compliance Coordinator, joined CS Partners in February 2017 and brings 30+ years of knowledge and experience, including oversight of a local public works agency, to our team. Dave works closely with our schools and school boards to coordinate maintenance projects, inspections, compliance with state and authorizer requirements and more. He has extensive expertise in infrastructure and facility management and improvement. He’s also handled improvement related construction and repair projects both with contractors and in-house staff. Dave earned his degree from Michigan State University.
